This became necessary for Debian, because there it woudn't compile on PPC.

* autoconf/acgeneral.m4, autoconf/acspecific.m4: Upgrade to autoconf-2.13. * autoconf/config.guess, autoconf/config.sub: Likewise. * autoconf/aclocal.m4 (CL_ALLOCA): Test for _MSC_VER and alloca being a macro. Use ${ac_objext}. * src/base/cl_macros.h (alloca): Put _MSC_VER test before the others, conforming with CL_ALLOCA.
